# PeopleSoft 1099 and IRIS

If your PeopleTools version cannot do A2A, the FIRE file you already produce still gets you to IRIS.

[All guides](https://irisfile.co/guides)Last reviewed October 2026

Oracle says IRIS A2A filing needs PeopleTools 8.60.23 with the POC patch, 8.61.18 or 8.62.07. Oracle's PeopleSoft blog ([IRS FIRE to IRIS: What PeopleSoft Customers Need to Know for 2026 Filings](https://blogs.oracle.com/peoplesoft/irs-fire-to-iris-what-peoplesoft-customers-need-to-know-for-2026-filings), March 9, 2026) says: “Earlier versions of PeopleTools will not support A2A and customers must use the Portal/CSV method or evaluate third-party options.” The last FIRE filing day is Thursday, November 19, 2026, 3 p.m. ET.

Key facts

**Who is stuck**: PeopleSoft sites below the three PeopleTools patch levels Oracle names for A2A

**A2A needs**: PeopleTools 8.62.07, 8.61.18 or 8.60.23+POC, plus a JWK and an IRS API Client ID

**Oracle's guidance for older versions**: Use the Portal/CSV method or evaluate third-party options

**Portal CSV size**: 250 records per file

**Last FIRE filing**: Thursday, November 19, 2026, 3 p.m. ET

**IRISfile from a FIRE file**: Converts 1099-NEC, MISC, INT, DIV, R, B and S; files originals when A2A filing opens for the 2027 season, with the limits listed below for 1099-R and 1099-S

## What Oracle says

Oracle lists two ways to file from PeopleSoft: the IRIS Portal (manual entry or CSV upload) and A2A XML. Both originals and corrections can go through A2A. In the Portal, corrections must be entered manually, and bulk corrections by CSV are not supported.

A2A in PeopleSoft requires JSON Web Keys and an IRS-issued API Client ID. Organizations that implement A2A must also complete the IRIS Assurance Testing System before live submission.

Oracle also says your FIRE TCC cannot be used with IRIS. You apply for a new IRIS TCC with at least two responsible officials who have ID.me accounts. The IRS allows up to 45 calendar days; see the [IRS TCC page](https://www.irs.gov/tax-professionals/iris-application-for-tcc) and [Publication 5717](https://www.irs.gov/pub/irs-pdf/p5717.pdf). Our [TCC application guide](https://irisfile.co/guides/iris-tcc-application) covers the steps.

The IRS closed new FIRE TCC applications on July 21, 2026, and FIRE retires on December 31, 2026. The dates are on the IRS page for [FIRE](https://www.irs.gov/e-file-providers/filing-information-returns-electronically-fire).

## Your three options

1. ### Upgrade PeopleTools and file A2A yourself

Oracle's A2A support ships in PeopleTools 8.60.23 with a POC, 8.61.18 and 8.62.07. You also need a JSON Web Key, an IRS API Client ID, a new IRIS TCC, and a pass through the IRIS Assurance Testing System. That is a project with IT, not a setting.

2. ### File through the IRIS Taxpayer Portal

Oracle describes manual entry or a CSV upload. A CSV file holds up to 250 records, and the Portal caps a submission at 100 returns. Oracle says corrections must be entered manually in the Portal. You need your own IRIS TCC.

3. ### Use a transmitter

Oracle says to "evaluate third-party options". A transmitter files under its own TCC, so you do not upgrade PeopleTools or run A2A testing. IRISfile is one: you give it the FIRE file.

The free route has limits beyond the row count. Our [IRIS Taxpayer Portal guide](https://irisfile.co/guides/iris-taxpayer-portal-limits) lists them.

## Take the PeopleSoft FIRE file to IRIS

If your process still writes the Publication 1220 (FIRE) format, IRISfile reads it. Oracle's post does not describe that file, so check before you rely on it. The [Publication 5718 guide](https://irisfile.co/guides/publication-1220-vs-5718) shows how those records map to IRIS XML.

1. ### Produce the 1099 FIRE file from PeopleSoft

If your setup still produces a Publication 1220 (FIRE) file, keep it. IRISfile reads that format, 750 characters per record. Oracle's post does not describe this file, so confirm your process writes one.

2. ### Check the file for free

The FIRE file validator reports record-level errors before you upload anything.

3. ### Upload it to IRISfile

IRISfile accepts .fire and .txt files, several per drop, up to 50 MB each. A file with more than one payer EIN splits into one file per payer. Converting and validating are free.

4. ### File through IRIS

When A2A filing opens for the 2027 season, IRISfile transmits the IRIS XML under PixelCove's TCC, so you do not apply for one. Each transmission then shows its IRS receipt ID and acknowledgement.

## Which forms IRISfile files from a PeopleSoft FIRE file

Oracle's blog does not list the forms PeopleSoft writes. This table maps each form that can appear in a FIRE file to what IRISfile does today.

**1099-NEC**: IRISfile converts it and files originals when A2A filing opens for the 2027 season. It also writes an IRIS Portal CSV you upload yourself.

**1099-MISC**: IRISfile converts it and files originals when A2A filing opens for the 2027 season. It also writes an IRIS Portal CSV you upload yourself.

**1099-INT**: IRISfile converts it and files originals when A2A filing opens for the 2027 season. It also writes an IRIS Portal CSV you upload yourself.

**1099-DIV**: IRISfile converts it and files originals when A2A filing opens for the 2027 season. It has no Portal CSV output.

**1099-R**: Converts it. IRISfile reads the box 7 distribution code from the FIRE record and files originals when A2A filing opens for the 2027 season. A record with a blank code is held out with the reason.

**1099-B**: Converts it from a FIRE file and files originals when A2A filing opens for the 2027 season. It needs a property description (box 1a). Section 1256 contract lines are supported.

**1099-S**: Converts it from a FIRE file. IRISfile holds a tax year 2025 1099-S from A2A filing because an IRS rule check rejects it, so file it in the IRIS Portal. A FIRE file has no tax year 2026 layout, so a tax year 2026 1099-S comes from CSV or Excel.

**Corrections and voids**: Held out unless the record is marked corrected and links to one accepted filing.

Records IRISfile cannot file are listed in the results with a reason. They are never dropped silently.

## What to decide first

**A PeopleTools upgrade is already scheduled**: Compare its date with the TCC wait and A2A testing. Both come before your first live A2A filing. A transmitter covers the gap.

**No upgrade before the 2027 deadlines**: Choose the Portal or a transmitter now. Upload, convert and validate are free in IRISfile, a license for the tax year covers the outputs, and filing is charged per form. See pricing.

## Questions

**Which PeopleTools versions support IRIS A2A?**: Oracle names PeopleTools 8.60.23+POC, 8.61.18 and 8.62.07 as the patch releases with A2A filing and JWK generation. Earlier versions will not support A2A.

**What does Oracle tell older PeopleTools customers to do?**: Oracle's blog says customers on earlier versions must use the Portal/CSV method or evaluate third-party options.

**Is the IRIS Portal CSV limit 250 rows?**: Yes. A file holds up to 250 records, and you can submit several files. The Portal separately caps a submission at 100 returns. Oracle's blog states the 250-record limit.

**Can my old FIRE TCC file in IRIS?**: No. Oracle says an existing FIRE TCC cannot be used with IRIS and you must apply for a new IRIS TCC. The IRS closed new FIRE TCC applications on July 21, 2026, and FIRE retires on December 31, 2026. IRISfile transmits under its own IRIS TCC.

**Does IRISfile need a PeopleTools upgrade?**: No. IRISfile reads a Publication 1220 file, if your PeopleSoft setup produces one. It does not connect to your PeopleSoft system.

**Can IRISfile file 1099-R from a PeopleSoft FIRE file?**: Yes, when the record carries a box 7 distribution code. IRISfile reads the code from the FIRE record and files originals when A2A filing opens for the 2027 season. A record with a blank code is held out with the reason.

**Do I still need to file by the FIRE date?**: The last FIRE filing day is Thursday, November 19, 2026 at 3 p.m. ET. Tax year 2026 returns, filed in 2027, go through IRIS.
